A. Committee Created; Composition: A Citizens' Recycling Committee to the Village Board of Trustees is hereby created. The Citizens' Recycling Committee shall consist of seven (7) residents of the Village who shall be appointed by the Village President with the advice and consent of the Board of Trustees. The Village President shall designate one member of the committee to serve as its Chairperson.
B. Village Administrator Serves As Liaison: The Village Administrator shall serve as a liaison between the Citizens' Recycling Committee and the President and Board of Trustees.
C. Functions And Duties: The mission of the Citizens' Recycling Committee is to advise and make recommendations to the President and Board of Trustees concerning the following:
1. To devise and develop methods of promoting the recycling of residential, commercial and industrial waste in the Village.
2. To investigate and formalize an Educational Outreach Program to more fully inform residents of the Village concerning recycling issues.
3. To design a brochure to help facilitate the implementation of a Recycling Program.
4. To prepare articles for distribution in the Village Newsletter concerning recycling issues.
5. To develop a recycling slogan.
6. To investigate the purchase of recycling bins.
7. To make recommendations concerning the expenditure of funds from the Will County solid waste recycling grant.
D. Duration Of Committee: The Citizens' Recycling Committee shall be an ad hoc committee and shall exist until such time as the mission and duties as herein delineated are completed or until otherwise terminated by ordinance. (Ord. 91-592, 7-9-1991)
