1-6-8: CITIZENS' ADVISORY COMMITTEE:
   A.   A Citizens' Advisory Committee to the Village Board is established. The Citizens' Advisory Committee shall consist of a Village Trustee selected by the Village President and one resident over the age of 18 years who shall be a voting member and one alternate who shall only vote in the absence of the voting member from each of the following areas:

   Section 5   Walnut Trails
         Shorewood Glen
         Hunt Club
         The Vintage
   Section 6   Westfield Village
         River Oaks West
         River Oaks Estates
         Oakwood Manor
         River Bluff
   Section 7   Estates of Hidden Creek
         Kipling Estates
         Westminister Gardens
         Lake Forest
         Lake Forest South
   Section 8   The Manors
         River Oaks South
         River Crossing
         Lake of the Woods

   B.   Appointment And Term Of Office: The terms of members of the Citizens' Advisory Committee prior to the adoption of this subsection are hereby terminated. The Village President with the advice and consent of the Board of Trustees shall appoint all voting members and alternates. The Village President, with advice and consent of the Board, shall have the authority to remove any member of the committee whenever, in the President's discretion, the best interest of the Village would be served. All appointments shall be for a term of two (2) years. Members shall serve until their successors are appointed and confirmed.
   C.   Organization:
      1.   Chairperson: The Citizens' Advisory Committee shall be chaired by a Trustee of the Village.
      2.   Meetings: The Advisory Committee shall meet at least monthly. Other special meetings may be called either upon the written notice by the committee Chairperson or a majority of the members of the committee. At least four (4) days' notice is required to all committee members of any special meeting.
      3.   Quorum: A quorum shall consist of a majority of the appointed members of the committee who are eligible to vote at the meeting.
      4.   Minutes: The Village shall provide the committee with a Secretary to take and prepare complete and accurate minutes of its meetings and shall distribute and make copies of those minutes to the Village Board. The Advisory Committee shall cause these minutes to be kept and maintained.
   D.   Duties: The duties of the Citizens' Advisory Committee include:
      1.   Provide a forum for the Village and its residents to discuss and address their ideas and comment upon issues facing the Village.
      2.   Disseminating information about the Village to neighborhood residents which, for illustration, might include advising residents of Village projects in their neighborhood.
      3.   Promoting an exchange of ideas between the Village and its residents.
      4.   Participating in such projects as may, from time to time, be requested by the Village Board.
      5.   Offering the Village Board suggestions and ideas for the betterment of the Village.
   E.   Committee Volunteers: The Citizens' Advisory Committee Chair may select additional committee members who may from time to time attend meetings and advise or assist the committee on particular projects.
