1-6-7: CABLE TELEVISION COMMITTEE:
   A.   Committee Created; Composition; Appointment And Terms: There is hereby created a committee to be known as the Shorewood Cable Television Committee which shall consist of four (4) members to be appointed by the Village President, one of whom shall be a member of the Village Board of Trustees, which member shall be the Chairman of the committee whose term shall be to the end of the calendar year in which he is appointed. The other three (3) members shall be appointed respectively for one, two (2) and three (3) year terms and their successor appointees shall each serve for three (3) year terms. In the event of resignation or inability of any committee member to serve as such member, the Village President shall, without undue delay, appoint a successor committee member to complete the unexpired vacant term.
   B.   Organization:
      1.   Meetings: The Cable Television Committee shall meet not less than once each month during any period of time in which construction of cable television lines and facilities occur. At the conclusion of the construction, the committee shall meet at the call of the Chairman.
      2.   Vote Required: Each member of the committee, including its Chairman, shall have a vote on matters to come before the committee. A three-fourths (3/4) vote of the entire committee is required for approval of any recommendation which the committee makes to the President and Board of Trustees. In the event that such vote is taken at a meeting attended by only three (3) members of the committee, a unanimous vote shall be required for such recommendation.
   C.   Failure To Attend Meetings: In the event that any member of the Cable Television Committee shall fail to attend three (3) consecutive meetings of the committee without a valid excuse for the same deemed acceptable by the Village President, the same shall be deemed to be a resignation by the committee member.
   D.   Duties: The committee shall perform the following duties:
      1.   Review all applications for cable television franchises and investigate the ability of the applicant to provide adequate cable television services and make recommendations to the Village Board in connection therewith.
      2.   Review the construction of all cable television systems and all monthly reports from the franchisee in regard to the same and make recommendations as appropriate.
      3.   Review and hear complaints from subscribers to cable television and attempt to mediate the same.
      4.   Review audit reports furnished by the franchisee and such other books, documents and records of the franchisee as are submitted to the Village or required by the Village Board and make recommendations in regard to the same.
      5.   Review rates and charges to the television system subscribers and make recommendations in connection with the same.
      6.   Coordinate the franchisee's local programming service to obtain its best use of public facilities and make recommendations in regard to the same.
      7.   Perform all other tasks as may be required or deemed necessary in the best interest of the Village. (Ord. 83-341, 1-8-1983)
