1-6-6: PARKS AND RECREATION COMMITTEE:
   A.   Committee Created; Composition; Appointment And Terms: There is hereby created a Parks and Recreation Committee which shall consist of, two (2) members of the Village Board of Trustees, who are charged with responsibility for parks and recreational activities in the Village, and up to six (6) residents of the Village. A Trustee member shall serve as a member of the Parks and Recreation Committee as its Chair. The Chairman of the committee shall call, chair, and conduct all meetings held by the committee. Additionally a Trustee shall be appointed to serve as Vice Chair of the Parks and Recreation Committee and shall preside as Chairman in the absence of the Chair. Neither the Chairman of the committee nor the Vice Chair shall have a vote on matters to come before the committee. The Chairman of the committee shall, when a vacancy occurs or when terms of members are about to expire, submit to the Village President a list of names of persons who are willing and whom the Chairman deems well qualified to serve as members of the committee, and the Village President shall appoint all members of the committee with the advice and consent of the Village Board of Trustees. The President, with the advice and consent of the Village Board shall have the right to remove any member of the committee whenever, in the President's discretion, the best interest of the Village will be served thereby. The term of the Trustee member shall be four (4) years or for such shorter term that he may hold the Office of Trustee. The initial terms of the other resident members shall be three (3) for two (2) years and three (3) for one year thereafter, their successors shall serve two (2) year terms.
   B.   Purpose: The purpose of the Parks and Recreation Committee shall be to serve as an advisory committee generating ideas, suggestions and recommendations and to otherwise assist in the running (volunteering) of special events for the Village.
   C.   Powers And Duties: The duties of the committee shall be:
      1.   To assist in the positive facilitation of Village special events by volunteering for a minimum of ten (10) hours per year at parks and recreation events throughout the calendar year.
      2.   To make recommendations to the Village President and Board of Trustees concerning the acquisition of parks, recreational sites and facilities and equipment and recreational activities in the best interests of the residents of the Village.
      3.   To review and make recommendations on any updates to Village planning documents, which affect parks and recreation facilities, including but not limited to the park facility study and land acquisition plan and Riverfront Master Plan.
      4.   To periodically forward its ideas, suggestions and recommendations to the Parks and Recreation Department for consideration, including but not limited to events, programming, and grant application.
   D.   Meetings: The committee shall meet at least three (3) times per year. Additional special meetings may be held periodically for planning or debriefing within the season of each event. All meetings of the committee shall be open to the public, and shall be conducted in accordance with the Illinois Open Meetings Act. (Ord. 18-1881, 4-24-2018)
