1-6-5: PUBLIC WORKS COMMITTEE:
   A.   Committee Established; Composition; Residency: Subject to the provisions of this section, the village hereby establishes a public works committee, which committee shall continue in existence for such time as determined appropriate by the president and board. The committee shall consist of seven (7) members, including the chairperson. Each member of the committee shall be a resident of the village at the time of his appointment and during his term of office. The chairperson shall be a member of the board.
   B.   Appointment; Term Of Office; Compensation:
      1.   The members of the committee, including the chairperson, shall be appointed by the president with the advice and consent of the board and shall serve without compensation.
      2.   The nontrustee committee members originally appointed on or after January 1, 1991, and prior to November 12, 1991, shall be appointed to terms in conformance with the following: one shall be appointed as a committee member for a term of twelve (12) months; one shall be appointed as a committee member for a term of eighteen (18) months; one shall be appointed as a committee member for a term of twenty four (24) months; and one shall be appointed as a committee member for a term of thirty (30) months. The two (2) nontrustee committee members originally appointed on or after November 12, 1991, shall be appointed as committee members for terms of twelve (12) months. Each committee member shall serve until his successor has been duly appointed.
      3.   The appointments made to the committee pursuant to the authority vested by ordinances 88-481 and 90-572 are hereby affirmed as appointments to the public works committee for duration of their prior respective terms; it being the intention of this section to consolidate amendments to ordinance 88-481 into one ordinance. All prior actions taken by the committee are hereby affirmed.
   C.   Vacancies And Removals From Office: Vacancies occurring on the committee shall be filled for the unexpired term by appointment by the president with the advice and consent of the board. The president, with the advice and consent of the board, shall have the authority to remove any member of the committee from office whenever, in the president's discretion, the best interest of the village shall be served thereby.
   D.   Organization:
      1.   Chairperson: The president shall appoint a board member as chairperson to preside over meetings of the committee. The chairperson shall call meetings of the committee as may be necessary or convenient to fully perform the duties of the committee as provided in this section.
      2.   Meetings: Meetings shall be held by the committee at the call of the chairperson. A majority of all the members appointed to the committee shall constitute a quorum at any meeting and the committee shall only act with a quorum present.
      3.   Reports: The committee shall provide reports to the board as, from time to time, may be necessary to fulfill the functions of the committee.
   E.   Powers And Duties: The public works committee shall have, but not be limited to, the following powers and duties:
      1.   To investigate and study issues relating to the care, maintenance, planning and/or development of water, sewer, streets and drainage systems which currently exist or may exist in the future, not only in the village but in areas surrounding the village. This shall include, but is not limited to, the analysis of problems relating to sewage disposal and/or collection, property maintenance problems affecting the public health or safety, the care, maintenance and construction of streets, sidewalks and public ways and the construction, maintenance and extension of street drains and stormwater sewers. The Public Works Committee shall not have the power or duty to investigate and study issues relating to garbage and refuse disposal or collection.
      2.   To provide an exchange of information between the public and the Village Department of Municipal Utilities and Street Department on issues relating to the care, maintenance, planning and/or development of water, sewer, streets and drainage systems within the Village and areas surrounding the Village.
      3.   To cooperate with and provide an exchange of information with the Village Department of Municipal Utilities and Street Department on issues relating to sanitation needs not only in the Village but in areas surrounding the Village, including information necessary to resolve water, sewer and drainage problems which currently exist or may develop in the future, the development of innovative plans and programs to ensure that water, sewer and drainage needs within the Village are satisfied and the formulation of recommendations, from time to time, to the Board on preserving or expanding existing water, sewer and drainage services and in making any changes in said service which may be beneficial to the public.
      4.   To regularly confer with and advise the Village President and Board on matters relating to water, sewer, streets and drainage issues.
      5.   To perform such other functions and duties as the committee may be, from time to time, directed to perform by the Board.
