1-6-4: ANNEXATION COMMITTEE:
   A.   Committee Established; Compensation; Residency: Subject to the provisions of this section, the village hereby establishes an annexation committee, which committee shall continue in existence for such time only as determined appropriate by the president and the village board. The committee shall consist of four (4) members, including the chairperson. Each member of the committee shall be a resident of the village at the time of his appointment and during his incumbency.
   B.   Appointment; Terms Of Office; Compensation:
      1.   The members of the committee shall be appointed by the president of the village with the advice and consent of the board and shall serve without compensation.
      2.   The members of the committee shall be appointed for a term of one year and shall serve until their successors have been duly appointed. The president, with the advice and consent of the board, shall have the authority to reappoint members.
   C.   Vacancies And Removals From Office: Vacancies occurring on the committee shall be filled for the unexpired term by an appointment by the president of the village with the advice and consent of the board, and the president of the village, with the advice and consent of the board, shall have the authority to remove any member of the committee from office whenever, in his discretion, the best interests of the village shall be served thereby.
   D.   Organization: The president of the village shall appoint a chairperson to preside over meetings of the committee, which chairperson shall be a member of the board. The chairperson shall call meetings of the committee as may be necessary or convenient to fully perform the duties of the committee as provided in this section. The committee shall not meet or conduct any business without a quorum of its members.
   E.   Powers And Duties:
      1.   The annexation committee shall have only the following powers and duties:
         a.   To collect data and information which can be used to promote the orderly development and expansion of the village.
         b.   To contact owners of and electors residing on property not within the corporate limits of the village but within the area of the village comprehensive plan 1 or service area to ascertain and discuss the feasibility of annexing such property to the village, realizing, however, that all decisions on the feasibility of and annexation by the village lies solely with the village president and board.
         c.   To regularly confer with and advise the village president and board on matters concerning the annexation, planning and development of such property.
      2.   The powers and duties of the annexation committee are of an advisory nature only. (Ord. 88-474, 8-9-1988; amd. 1994 Code)
