A. Any licensee may apply to renew its license at the expiration thereof, provided the licensee is then qualified to receive a license, and the premises for which such renewal license is sought is suitable for such purpose, and provided further, that the renewal privilege herein provided for shall not be construed as a vested right which shall in any case prevent the Village President and Board of Trustees from decreasing the number of licenses to be issued within the Village. However, when the number of applications made for a liquor license or for any class of license exceeds the number of licenses permitted under this chapter, prior licensees shall be given preference over new applicants, provided they otherwise qualify for such license.
B. All applications for renewal of existing licenses issued under this chapter shall be in writing and shall in all respects conform to and comply with the provisions regarding applications for original licenses 1 and shall be filed with the Village Clerk not less than twenty (20) days prior to the expiration of the term of the existing license for which renewal is requested.
