The President, as the Liquor Control Commissioner, or his or her designee, shall receive and approve or deny liquor license applications. If an application is approved, the applicant shall be issued a license upon the payment, in advance, of the required fee, which license shall be in writing over the name and under the Seal of the Village and executed by the Village President and attested by the Village Clerk. The Village President and the Board of Trustees shall determine the number, classification, kind, and fees of liquor licenses available for issuance in the Village.
