3-3-1: INTERPRETATION:

This chapter shall be liberally construed, to the end that the health, safety and welfare of the inhabitants of the village shall be protected and temperance in the consumption of alcoholic liquor shall be fostered and promoted by sound and careful control and regulation of the sale and distribution of alcoholic liquors.
