A. Model Glue Defined: As used in subsections B through E of this section, "glue" shall mean any glue or cement of the type commonly used in the building of model airplanes, boats and automobiles, containing toluene, acetone or other solvent or chemical having the property of releasing toxic vapors.
B. Inhalation Of Glue: No person shall, for the purpose of causing a condition of intoxication, euphoria, excitement, exhilaration, stupefaction or dulling of the senses or nervous system, intentionally smell or inhale the fumes from any glue; however, this subsection shall not apply to the inhalation of any anesthesia for medical or dental purposes.
C. Sale Or Possession Of Glue: No person shall, for the purpose of violating or aiding another to violate any provision of this section, intentionally possess, buy, sell, transfer possession or receive possession of any glue.
D. Sale To Or Possession By Minor Of Glue:
1. Except as otherwise provided in this section, no person under eighteen (18) years of age shall possess or buy any glue.
2. Except as otherwise provided in this section, no person shall sell or transfer possession of any glue to another person under eighteen (18) years of age.
3. A person may sell or transfer possession of glue to a person under eighteen (18) years of age for building or other lawful use where the minor has in his possession and exhibits the written consent of his parent or guardian.
E. Records Of Sale And Transfer Of Glue To Minor:
1. A person making a sale or transfer of possession of glue to a person under eighteen (18) years of age who exhibits the written consent of his parent or guardian, shall record the name, address, sex and age of the minor and the name and address of the consenting parent or guardian. All data required by this subsection shall be kept in permanent type register available for inspection by the police department.
2. Any person above the age of eighteen (18) years making a purchase of glue must produce identification as to this age and must sign his name and address on the record of sale. (Ord. 95-786, 5-9-1995)
