11-7-1: SUBDIVISION LAYOUT:
The subdivision layout shall conform to the comprehensive plan of the village (plan) 1 :
   A.   Whenever a tract to be subdivided embraces any part of a major arterial or major collector street, so designated on said plan, such part of such public way shall be platted by the subdivider considering the location and the width indicated on the plan.
   B.   Where a proposed park, playground, school site or other public area shown on any park and playground plan or the Comprehensive Plan is located in whole or in part within the proposed subdivision, such proposed public ground or park, if not dedicated to the village, board of education, county, or other governmental entity, shall be reserved for acquisition by the village, board of education, county, or other governmental entity within a period of one year following the date of approval.
   C.   Allowance for open space within the proposed subdivision.
   D.   The street layout of the subdivision shall be in general conformity with a plan for the most advantageous development of adjoining areas and the entire neighborhood.
      1.   Where appropriate to the design, proposed streets shall be continuous and in alignment with existing planned or platted streets with which they are to connect.
      2.   Unless the village determines to the contrary, proposed streets shall be extended to the boundary lines of the tract to be subdivided.
      3.   Cul-de-sac (dead end) streets shall not exceed five hundred feet (500') in length with not more than fifteen (15) single- family residential lots fronting the street.
   E.   Proposed streets shall intersect one another as nearly at right angles as topography and other limiting factors of good design permit.
   F.   Wherever a common law dedicated or platted half width street or alley exists adjacent to the tract to be subdivided, such street or alley must be constructed and completed with the full width and in conformance with village ordinances. If any existing pavement is to remain, the entire width shall be overlaid. The subdivider shall pay for such improvement.
   G.   At a minimum, the rear ten feet (10') of all lots shall be reserved as a public utility and drainage easement. Easements for utilities or drainage also shall be provided at such other locations required by the village or its franchised utilities. Easements for major open drainage channels shall include the channel and shall include an additional thirty foot (30') wide easement from the top of the channel bank on at least one side of the channel for maintenance access. The width of easements for water mains, sanitary and storm sewers shall be as follows:
      1.   Pipes of twenty four inches (24") or less: Ten feet (10').
      2.   Pipes in excess of twenty four inches (24"): Four (4) times the nominal pipe diameter of the largest pipe size.
   H.   Lands contemplated for residential development which abut railroads, major arterials and major collector streets or which abut lands in nonresidential zoning districts existing or so designated by the plan may be platted if appropriate when interference with traffic such as accident hazards can be minimized. This may be accomplished in the village's sole discretion considering topography and other physical conditions, the character of existing and contemplated developments and these additional factors:
      1.   The lots abutting such traffic ways or existing or future nonresidential zoning districts shall be at least ten feet (10') greater in depth or width (the dimension normal to such traffic way or zoning district) than otherwise required.
      2.   No lot shall front on a major arterial or major collector street. Lots may front on a parallel local street where the front of the lot faces such local street. All such lots shall have a depth of at least one hundred fifty feet (150') between the major street and the local street. All homes shall be oriented to a local street.
      3.   Protective screen planting, berming and/or fencing may be required to secure a reasonably effective physical barrier between residential properties and adjoining uses, railroads and major streets in order to minimize adverse sight and sound conditions. The screen planting or fencing shall be in accordance with the requirements of the village and must be maintained in good condition by the lot owner.
   I.   Blocks shall have sufficient width to provide for two (2) tiers of lots of appropriate depth.
      1.   The lengths of blocks shall be such as, in the opinion of the village board, are appropriate for the locality and the type of development contemplated, but shall not exceed one thousand five hundred feet (1,500') where the average size of lots does not exceed two (2) acres in area.
      2.   The number of intersecting streets with a major street shall be held to a minimum. Whenever practicable, blocks along such major streets shall not be less than one thousand two hundred feet (1,200') in length.
   J.   Lots:
      1.   The size, shape and orientation of lots shall be appropriate for the location of the proposed subdivision and for the type of development contemplated, provided that no residential lot shall contain less than the minimum square footage as required by village zoning ordinance 2 .
      2.   Excessive depth in relation to width shall be avoided, with a two to one (2:1) ratio as a general guideline.
      3.   Every lot shall abut a street and shall conform to minimum required zoning width at the minimum building setback line.
      4.   Lots for single-family residential purposes shall meet the village zoning ordinance 3 requirements, except that the cul-de-sac lots may be seventy five percent (75%) of the normal lot width requirement at the street right of way line.
      5.   Double frontage lots shall not be platted, except as permitted in subsection H of this section.
      6.   Side lot lines shall be approximately at right angles to the right of way of the street on which the lot abuts.
      7.   Corner residential lots shall be larger than interior lots to provide for a thirty foot (30') corner side or front yard abutting the street in lieu of the normal required side yard.
      8.   Residential lots abutting on major streets shall have a minimum setback distance of at least ten feet (10') greater than otherwise required for the yard abutting the thoroughfare or major street.
