3-1-7: TERM OF LICENSE OR REGISTRATION; FEE ADJUSTMENTS AND REBATES:
   A.   Term Of License Or Registration; Fees Adjusted: All licenses and registrations required by this chapter shall be for a full year, and the term of each shall commence on January 1, or thereafter if it is first granted on a date thereafter, whichever may be the case, and shall expire the following December 31, unless otherwise specified or previously revoked, and the full fee shall be paid at the time of application in the case of all renewals. In the case of first licenses and registrations for which application is made in the first quarter of the term, the full fee shall be paid; for those made in the second quarter of the term, three-fourths (3/4) of the fee shall be paid; for those made in the third quarter of the term, one-half (1/2) of the fee shall be paid; and for those made in the last quarter of the term, one-fourth (1/4) of the fee shall be paid.
   B.   Rebate Of Fee: In no event shall any rebate or refund be made of any license or registration fee or part thereof by reason of the death of the licensee or registrant or by reason of nonuse of such license or registration or by reason of a change in the location of the business, occupation or activity of such licensee or registrant; provided, however, that the provisions of this subsection shall not be construed to prevent the Village Clerk from authorizing a refund of a fee or a portion thereof where the fee was collected through an error or where a business is forced to close before the expiration of the license or registration period by reason of the taking over of the licensed premises by the United States or the State or an agency thereof. In the event an application shall be denied, the fee accompanying such application shall be immediately refunded.
   C.   Recalculation Of Fee: When any licensee, by increasing the number of his employees or the amount of business done by him or the size of his plant or the number or size of his vehicles or by making any change of any kind in his business, occupation or activity, places himself in a class where the provisions of this chapter require him to pay a higher license fee, he shall pay the additional license fee based on the annual license fee prorated monthly to the nearest full month for the balance of the license period and shall be entitled to receive a supplemental license.
   D.   Renewal Of Business Licenses Purchased Prior To September 23, 2008: For business licenses purchased prior to September 23, 2008, which are paid in full through March 31, 2009 (hereinafter referred to as "preexisting business licenses"), renewals shall be made on or before December 31, 2008, however, only three-fourths (3/4) of the applicable license fee shall be due. The term of the renewed license shall begin on January 1, 2009, and expire December 31, 2009. All preexisting business licenses which are not renewed by December 31, 2008, shall expire on March 31, 2009. (Ord. 08-1517, 11-11-2008)
