(A) Accumulation of garbage; refuse; waste.
(1) The owner or occupant of vacant and/or unimproved lots, parcels or tracts of land shall keep the same clear and free from all accumulations of ashes, rubbish, garbage, refuse, waste matter, weeds, filth, underbrush and other growth which are unsightly, offensive, obnoxious or which constitute a fire hazard. No owner or occupant shall fail to remove from the lots, parcels or tracts of land, ashes, rubbish, garbage, refuse, waste matter, weeds, filth, underbrush or other growth which is unsightly, offensive, obnoxious or which constitutes a fire hazard, within ten days after written notice from the City Manager, Chief of Police or Fire Chief, directing such removal. In the event such owner or occupant of the lots, parcels or tracts of land fails to obey such written notice within two days after receipt of the written notice, the city may cause such lots, parcels or tracts of land to be cleared at the expense of the owner or occupant. Such removal by the city shall not relieve the owner or occupant from any criminal remedy for a violation of this subchapter.
(2) No person occupying or owning property within the city shall allow such property to be in an unclean condition, free of cesspools, stagnant water, open drains, from which sewer gas or other unwholesome emanations may escape, nor shall there be permitted to be deposited and remain on any property the contents of any privy vaults or any unreasonable accumulation of manure. All kennels, hog styes, chicken houses, privies, cellars or other buildings and enclosures shall be frequently cleaned and kept free of offensive and noisome stenches and substances.

(B) Quarantine. No person having been exposed to any infectious or contagious diseases shall appear upon the streets, roads, alleys or public places in and about the city and no person placed under quarantine or living or resorting in any place under quarantine shall depart from the bounds of quarantine or tear down, destroy or remove signs and notices of quarantine.
