§ 70.46 ESTABLISHMENT OF TEMPORARY NO PARKING ZONES.
   (A)   Areas of town streets, public parking lots, or other town property where parking is normally permitted, may be temporarily designated as no parking zones by the Town Marshal under the following circumstances:
      (1)   When requested by the Street Commissioner by reason of impending street improvements, repairs, cleaning or snow removal; or,
      (2)   When requested by the Superintendent or similar authority of a municipally operated utility or a private utility company provided public utility services to the town by reason of impending installation, repair or maintenance of utility systems running along or under the affected street or property; or,
      (3)   When requested by a person responsible for construction or demolition of a building or other structure adjacent to the affected public street or property; or,
      (4)   When requested by a person sponsoring some special public event such as a parade, concert, sports event and the like
and it is shown to the satisfaction of the Town Marshal that the continuation of normally permitted parking would substantially interfere with the above-described activity, that in light of the activity continued parking would create traffic congestion or a traffic hazard, or that the safety of parked vehicles would be substantially imperiled by the activity. However, a temporary parking ban imposed under this section shall be for the shortest time necessary for its purpose and in no event shall exceed seven days without the consent of the Town Council President or a majority of the members of the Council. The temporary parking ban may be made effective only during certain times of day or certain days of the week as the Marshal deems necessary. When a temporary parking ban is imposed, and before it becomes effective, temporary signs or notices must be posted in conspicuous locations in the affected area at least 12 hours in advance (except in an emergency) indicating the temporary ban and the days and times it will be in effect.
