For the purpose of this subchapter, the following definitions apply unless the context clearly indicates or requires a different meaning.
ABANDON(ED). The act of possessing in any manner an inoperable motor vehicle no longer capable of self movement or possessing a vehicle required by law to be licensed or registered in the commonwealth and said vehicles’ registration or license having expired for more than 30 days.
PERSON. Any person, firm, partnership, association, corporation, company or organization of any kind.
PROPERTY. Any real property within the city which is not a street or highway.
STREET or HIGHWAY. The entire width between boundary lines of every right-of-way, paved or unpaved, for the use of the public for purposes of travel.
VEHICLE. A machine propelled by power, other than human power, or dwelling used for occupancy by people or animals, designed to travel along the ground by use of wheels, treads, runners or slides or used to transport persons or property or pull machinery, and shall include, without limitations, automobiles, trucks, trailers, motorcycles, tractors, buggy, wagons, recreational vehicles or mobile homes and shall include all vehicles required to be licensed by the commonwealth.
