(A) A vehicle may be parked along the side or curb of any street where a parking meter has been erected provided such parking is in accordance with the sections of these regulations pertaining to parking meter spaces and along the side or curb of any other street if no part of such vehicle extends into the main-traveled portion of such street and such parking is otherwise in accordance with these regulations. The City Council shall, by resolution, designate the areas of the streets which shall be marked with parking spaces, along which parking meters shall be erected and no other space markings, parking signs or parking meters shall be painted or erected on the streets.
(B) Any person parking a vehicle at a parking meter space between the hours of 8:00 a.m. and 5:00 p.m. on any day, except Sunday or a national holiday, shall pay through the parking meter at such space for its use of the limited-time parking zones, which are designated by meters red in color, the sum which is on file in the City Clerk’s office in coin of the United States for each one-half hour and at all other meters not in the limited-time zones and not red in color, the sum which is on file in the City Clerk’s office in the coin of the United States for each one hour. Payment for parking shall be made by deposit in meters which shall indicate the rate, time purchased and instructions.
(C) It shall be unlawful to park in a space marked with a parking meter beyond the time paid. Each hour of overparking after the first hour shall constitute a separate and additional violation.
(D) No person shall tamper with, vandalize or injure any parking meter or, insert or attempt to insert any object other than a coin of the United States in any parking meter.
