When a license under the provisions of this chapter has been granted, the licensee shall affix to the taxicab so licensed a small plate which shall bear the city license number of the vehicle. The registration of the license numbers shall be under the control of the Clerk-Treasurer and the design of the license plates shall be changed annually. All licenses issued by the Board of Public Works and Safety under this chapter, unless sooner revoked as provided in § 119.21, shall expire on December 31 of each year.
