Any person owning, keeping, or assisting in keeping any public billiard hall, public poolroom, or other public place within the city where tables are used for playing games, shall have pool tables located in the building. Persons owning or keeping a public billiard hall, pool room, or other public place where tables are used for playing games, shall pay a one-time license fee of $25 to the City Clerk-Treasurer to permit the use of such business.
