13-12-2: ZONING PERMITS:
   A.   Required: A zoning permit shall be secured from the zoning administrator prior to the construction, reconstruction, erection, enlargement, relocation or structural alteration of any building or part thereof, or of any sign or group of signs having permanent geographical location, and prior to any change of use of any building or land, except that no such permit shall be required for the erection or alteration of a barn or other outbuilding on a bona fide farm. A zoning permit shall also be secured for any home occupation permitted under chapter 8 of this title and for permitted temporary uses. (1975 Code § 17.68.030)
   B.   Application:
      1.   Plans: All applications for permits, other than a permit for a temporary use, shall be accompanied by plans, in duplicate, drawn to scale, showing actual dimensions and shape of the lot to be built upon, the exact size and location on the lot of buildings already existing, if any, and the location and dimensions of the proposed building or alteration.
      2.   Additional Information: The application shall include such other information as lawfully may be required by the administrative official, including existing or proposed building or alteration; existing or proposed uses of the building and land; the number of families, housekeeping units, or rental units the building is designed to accommodate; conditions existing on the lot; and such other matters as may be necessary to determine conformance with, and provide for the enforcement of this title.
      3.   Copy Returned To Applicant: One copy of the plans shall be returned to the applicant by the administrative official, after he has marked such copy either as approved or disapproved and attested to the same by placing his signature on such copy.
      4.   Original: The original of the plans, similarly marked, shall be retained by the administrative official. The zoning permit application may be combined with the building permit application. (1975 Code § 17.68.040)
   C.   Certificate Of Compliance For Nonconforming Structures Or Uses: At such time that a person requests a building permit, the zoning administrator shall survey the structure and the use thereof to determine conformity with applicable zoning ordinances. No nonconforming structure or use shall be changed, or extended until a certificate of compliance has been issued by the zoning administrator. The certificate of compliance shall state specifically wherein the nonconforming use differs from the provisions of this title. (1975 Code § 17.68.050)
   D.   Expiration:
      1.   Commencement Of Work: If the work described in any zoning permit has not begun within six (6) months from the date of issuance thereof, the permit expires and the zoning administrator shall give written notice of the expiration to the persons affected. A single six (6) month extension of the permit may be granted by the zoning administrator.
      2.   Temporary Use:
         a.   Issuance: A zoning permit for a temporary use other than those associated with construction and grading may be issued by the zoning administrator for not more than six (6) months. Zoning permits for temporary uses associated with construction and grading may be issued for the duration of the construction contract.
         b.   Extension: The zoning administrator may issue one extension of a temporary use permit for a period not exceeding the permitted maximum time period of the original permit. (1975 Code § 17.68.060)
   E.   Use, Arrangement Or Construction Authorization: Zoning permits or certificates of compliance issued on the basis of plans and applications approved by the administrative officer or the board of adjustment authorize only the use, arrangement, or construction set forth in such approved plans and applications, and no other use, arrangement, or construction. Use, arrangement, or construction at variance with that authorized is a violation of this title and punishable as provided by section 13-12-10 of this chapter. (1975 Code § 17.68.070)
