Section 2.0, Sewage Disposal Requirements, of the Sanitary Code adopted in § 1046.01, is hereby modified to include the following additional sections:
2.7 The Health Commissioner shall by certified mail notify any property owner who has refused to discontinue his or her present sewage disposal system and connect to an accessible sanitary sewer system.
2.8 If the property owner does not abandon his or her existing system and begin using the available sanitary sewage system after receipt of the notice, the Mayor as Director of Public Service is hereby authorized to enter subject property and make all improvements necessary to install, maintain and operate a sanitary sewage system.
2.9 The Mayor as Director of Public Service is hereby further authorized to remove any buildings used in connection with the outdoor disposal system, to properly fill the drainage area and to certify these costs to the County Auditor for placement on the property owner's taxes if he or she refuses to pay this charge within 30 days upon completion of the necessary work.
