The Buildings and Grounds Commission shall have the power to study, investigate, plan, advise, report and recommend to City Council or to the Mayor any action, program, plan or legislation which the Commission finds or determines to be necessary or advisable for the care, preservation, repair, rehabilitation, replacement, demolition or construction of the buildings and grounds titled to and under the control of the city. The Commission shall receive direction for projects from the Council or the Mayor.
