The Floodplain Management Commission shall have the power to call in experts, study, investigate, plan, advise, report and recommend to City Council or to the Mayor any action, program, plan, or legislation which the Commission finds or determines to be necessary or advisable for flood control strategies, flood proofing recommendations, healthy stream management, riverbank stabilization, or any issues having to do with floodplain management policies. The Commission shall receive direction for projects from the Council or the Mayor.
