There is hereby established a Floodplain Management Commission, which shall consist of the following nine members: one member from each of the four wards and three at-large members who may be nonresidents of the city, one representative of The Friends of the Black Fork and one representative of The Green Committee. All members shall be appointed by the Mayor and subject to confirmation by Council. Members shall be qualified by their education and/or life experience, community service, concern for the city's welfare, and/or other such criteria as determined by the Mayor. Members of the Floodplain Management Commission shall serve faithfully, honestly and impartially and without compensation.
