The duties of the persons filling the positions established in § 248.02 shall be to operate the Division of Electricity and Communications, to keep the same in efficient and continuous operation and to perform any and all other duties which are necessary and incidental to such operations, all to be under the supervision and direction of the Mayor as Director of Public Service.
