(a) No contract, agreement, grant application, or other document requiring the signature of the Director of Public Service shall be effective unless it contains the genuine signature of the Mayor or Acting Mayor as ex officio Director of Public Service.
(b) The Director of Public Service shall include this section in all bid packages of the Department of Public Service and make its provisions known to supervisors within the Department.
