§ 242.06 LOWEST AND BEST PRIME BIDDER.
   (a)   In determining the lowest and best prime bidder, the Mayor as Director of Public Service may consider a number of factors including, but not limited to, price, warranty, past performance on previous contracts, product reliability, delivery date, and adherence to specifications. In all contracts over $25,000, a local bidder shall receive a credit equal to 1.5% of the lowest bid where the lowest bidder is a non-local bidder The maximum credit allowance shall not exceed $10,000.
   (b)   A “local bidder” is defined as a person or unincorporated business entity, domiciled within the city, or if a corporation, as listed in its Articles of Incorporation filed with the Secretary of State, its principal place of business address of the corporation within the city.
