The Office of Superintendent of Streets shall consist of one person who shall be known as the Superintendent of Streets, and such Superintendent shall have charge of all operations at the Division of Streets, shall keep all streets and storm water catch basins in good condition and in efficient and continuous operation, and shall perform any and all other duties which are necessary and incidental to such condition and operation under the supervision and direction of the Mayor as Director of Public Service. The Superintendent shall be licensed as required by the state.
