(a) Council hereby approves the provision of police protection to any city, village, county or township of the state or to a governmental entity of an adjoining state, including complex investigation, critical response, rescue, emergency and disaster situation assistance, whenever necessary and upon proper authorization.
(b) Police protection and assistance shall be extended only upon authorization of the Chief of Police, or the Assistant Chief on the exercise of that officer's discretion, taking into account that such police protection or other mutual aid may be extended only so far as is consistent with the proper protection of the city, which shall have priority at all times for Police Department personnel and equipment.
