Application for the license required by Section 1064.04 shall be made to the Code Enforcement Office and shall be accompanied by a license fee of twenty-five dollars ($25.00). After investigation by the Code Enforcement Office, and after exhibiting compliance with all of the regulations of such Office, the applicant shall be issued a license. Such license shall be effective for a period of one (1) year from the date of its issuance.
