In the event that the owner or his agent fails to comply with Sections 668.01 and 668.02, then the City shall have the right to remove the snow, ice and sleet and charge the cost thereof to the owner of the land. The cost of such work shall be a lien upon such premises from the time of the removal of the snow, ice and sleet, which date shall be determined by the certificate of the person doing the work, filed with the City Clerk. Upon failure of such owner or agent to pay such cost within thirty days of the assessment thereof, the City shall have the right to enforce its lien against such premises in the manner provided by law.
