Membership in the Pennsylvania Municipal Retirement System shall be mandatory for all non-uniform employees of the City of Sharon who are regularly scheduled to work not less than 70 hours in any pay period and:
(a) Whose employment is not subject to the provisions of a collective bargaining agreement, or
(b) Whose employment is subject to a collective bargaining agreement between the City and Local 2692 AFSCME.
