(a) There is hereby created within the City an agency to be known as the Educational Service Agency.
(b) All persons employed by the City as school crossing guards are considered to be employed in and by the Educational Service Agency of the City.
(c) The Educational Service Agency shall be under the direction and control of the Director of Public Affairs who may designate administrative duties to subordinate officers within the Department of Public Affairs.
(d) Persons employed in the Educational Service Agency shall not, for any purpose, be considered regular employees of any of the departments of the City and shall perform no other service for the City other than the protection of students at intersections within the City.
(e) This section shall not be deemed in any way to affect the employment rights, duties or obligations of the City as they presently relate to crossing guards employed by the City, except as hereinbefore specifically set forth.
