145.06 LEVY OF ASSESSMENTS.

   Whenever the Board of Review of Assessments shall have made its final report to Council as to any improvement, Council may, by ordinance, determine that the improvement shall proceed and in the same ordinance, levy the assessments as reported by the Board and direct that bids for the work be called for; or Council may postpone the levying of the assessments until the contract price of the improvement and the actual total cost has been determined. If the actual total cost be less than the estimated cost, the assessments as reported by the Board shall be reduced pro rata by the Director of Finance and reported to Council. If the cost be greater than the estimated cost, the assessment shall, in like manner, be increased pro rata but no assessments which have been so increased shall be levied without a notice of the increase being first published as provided in Section 145.03. Where the levy of assessments is postponed, the assessment shall be levied in a separate ordinance.
