145.03 NOTICE.

   Upon the filing of such report, the Director of Finance shall cause publication of notice of the filing of such report to be made once a week for two (2) consecutive weeks in a newspaper of general circulation in the City. Such notice shall contain a statement of the character of the proposed improvement, the fact that the plans, specifications, estimates and profiles therefor are on file in the office of the Director of Public Works and open for inspection; that the assessment report has been filed with Council; the number of installments in which the proposed assessments shall be required to be paid, and that any complaints or objections to such assessments shall be filed in writing with the Board of Review of Assessments within two weeks after the completion of publication of the notice and shall set a time and place when any complaints and objections will be heard before the Board of Review of Assessments.
