1137.28 LICENSING AND INSPECTION OF SCHOOL AND CAMP BUSES.
   (a)   The terms "school bus" or "camp bus" as used in this section mean not only a school bus as defined by Section 1101.35 but also any other motor vehicle regularly engaged in the transportation of minors and owned or engaged by the owners or operators of public or private schools, nursery schools, day care centers, day camps, camps, or any other schools or camps.
   (b)   No person shall operate a school or camp bus within the City by picking up or discharging children therefrom, without first having obtained a license from the Director of Safety.
   (c)   Application for a school or camp bus license required by this section shall be made by the person owning or engaging the school or camp bus, or his agent, for each bus picking up or discharging children within the City. The application shall be made on a form to be furnished by the Director of Safety or his authorized representative. The form shall contain at least the following information:
      (1)   Name, address and telephone number of the applicant.
      (2)   Name, address and telephone number of the owner of the school or camp bus, if different than above.
      (3)   Name, address and telephone number of the business for which the school or camp bus will be operated.
      (4)   Make, year, registration number, license number, color, trim, seating capacity and standing capacity of the school or camp bus.
      (5)   A copy of an affidavit signed by the applicant and a mechanic approved by the Director of Safety or his authorized representative certifying that the school or camp bus in question has been inspected by such mechanic within the preceding twelve (12) months and complies with the current School Bus Minimum Standards as approved and adopted by the Ohio State Board of Education.
      (6)   A certificate of insurance, in a form acceptable to and approved by the Director of Law, evidencing minimum coverage of fifty thousand dollars ($50,000) property damage in any one accident and one hundred thousand dollars ($100,000) for death or injury to one person and three hundred thousand dollars ($300,000) for death or injury to more than one person in each accident.
   (d)   The fee for the school or camp bus license application shall be five dollars ($5.00), and is nonrefundable, whether or not a license is issued pursuant to such application.
   (e)   A license for the operation of a school or camp bus shall be issued by the Director of Safety or his authorized representative only upon a finding that the applicant has met the requirements of this section. The license shall be valid for a period of one year from the date of issuance. Any license issued pursuant to this section shall be posted in the bus in plain view near the driver's seat.
   (f)   No license shall be required of a school or camp bus bearing a license issued by another political subdivision within the preceding twelve (12) months pursuant to standards that meet or exceed the requirements of this section.
