(a) The Mayor, Law Director, Finance Director, City Engineer and President of Council are hereby authorized to hire part-time temporary employees whenever required to assist in the carrying out of the various duties connected with their respective offices.

(b) Compensation for such part-time temporary employees shall be paid to such employees at a per hour rate ranging from the minimum wage requirement to ten dollars ($10.00) per hour unless the employee has an advanced degree applicable to their work in which case the compensation shall not exceed $25.00 per hour; the hourly rate to be determined by the Department Head affected by the hiring of part-time temporary help.

(c) Such part-time temporary employees shall be paid on a biweekly basis and shall not work more than 37.5 hours per week. The part-time temporary employees shall not be eligible for benefits given to full-time employees.

(d) In addition to the hiring as set forth above, the Service Director, with the approval of the Finance Committee of Council, may hire summer laborers during the months of May through September for the Department of Public Service and Properties. Such summer laborers shall receive as compensation a per hour rate of the Federally established minimum wage up to twelve dollars ($12.00) per hour.
