145.01 EXPENDITURES FOR ALL DEPARTMENTS.
   (a)   The Mayor, the Mayor in his role as Director of Public Safety (City of Seven Hills Charter Article V, Section 4, Department of Public Safety) and the Director of Public Service and Properties may make any contract, purchase supplies or materials, or provide labor for any work involving not more than the amount specified in Ohio R.C. Section 9.17 and 735.05. The City shall follow any monetary increase or decrease as specified in Ohio R.C. Sections 9.17 and /or 735.05. No expenditure subject to this section shall be divided into component parts, separate projects, or separate items of work in order to avoid the requirements of this section. Such purchase shall be made in the open market, without newspaper advertisement or solicitation.
   (b)   When an expenditure, other than for the acquisition of real estate, the discharge of non-contractual claims, personal services, or for the product or services of public utilities, exceeds the amount specified in section 9.17 and/or 735.05 of the Ohio Revised Code, such expenditure shall be made only after a legal notice calling for bids has been published once a week for two consecutive weeks in at least one newspaper of general circulation within the City or, the legal notice may be posted on an internet web site and shall be published in its entirety in accordance with the section of the Ohio Revised Code or the administrative rule that requires the publication. Council may let the contract to the lowest and best bidder. Such contract shall be in writing and shall be accompanied by or shall refer to plans and specifications for the work to be done. The plans and specifications shall at all times be made and considered part of the contract. No expenditure subject to this section shall be divided into component parts, separate projects, or separate items of work in order to avoid the requirements of this section.
   (c)   The Mayor, the Mayor in his role as Director of Public Safety (City of Seven Hills Charter Article V, Section 4, Department of Public Safety), and Director of Public Service and Properties shall in the procurement of the aforementioned goods and services comply with all other applicable City Charter, Codified Ordinances and Ohio Revised Code requirements and other laws of the State.
