The Engineer shall perform the following duties:
(a) The Engineer shall be responsible for the overall operation of the Division of Engineering. He shall hire, supervise, and evaluate his staff, and prepare the budget. The Engineer shall prepare and maintain City maps and records.
(b) The Engineer shall be charged with supervision and regulation of the entire sewerage and drainage system of the City. This shall include the house sewers and laterals that become part of the sewerage system of the City.
(c) Prepare all necessary plans, profiles, specifications and estimates of cost of every kind for all public improvements. He shall oversee the preparation of contracts, specifications, receive bids, and review requests for payment and bond releases.
(d) Serve as the authorized representative of the City and shall supervise the execution of all public work undertaken by the City pursuant to plans and specifications approved by Council. Supervise and direct all inspectors of public work, and such inspectors shall report to and receive their instructions from him.
(e) Furnish to Council, City officials, commissions, and boards plans, specifications and estimates of costs of all improvements for their information and guidance. He shall prepare a monthly report of the projects under his charge.
(f) Review documents and plans and be available to converse with the public concerning engineering design, plans, infrastructure construction, complaints, and City policy on engineering design and construction.
(g) Attend regular and special meetings of Council, Planning Commission, and Boards as directed by the Mayor.
(h) The City Engineer shall be authorized to assign temporary work assignments and consultants as projects dictate after approval by Council.
(i) The Engineer’s services shall be available to any department of the City.
