137.04 COMPENSATION.
   (a)   Chief.
      (1)   Annual Compensation. The full-time Chief of the Fire Department shall receive as and for salary and compensation a sum determined in accordance with the following. The below-stated compensation shall be paid after the completion of any requisite probationary period.

      (2)   Longevity. The full-time Chief of Fire shall receive additional compensation in the following amounts upon completion of the number of years in service as follows:

Payment of such longevity pay shall be in addition to the Fire Chief's annual compensation as provided for in subsection (a) hereof, such amounts to be payable on the first payday of December each year.
      (3)   Clothing Allowance. Upon date of appointment and annually thereafter, the Chief of Fire shall be allowed for a clothing allowance, maintenance and equipment, a sum determined as follows:
April 9, 2019 and thereafter
$1,200.00
Payment of such clothing allowance shall be in addition to the Chief's annual compensation as provided for in subsection 2(a) hereof, such amounts to be payable on the first payday of December each year.
      (4)   Paid Vacation. Vacations for the full-time Fire Chief and payment therefor are hereby provided as follows:

The full-time Fire Chief may convert forty (40) hours of accumulated vacation to a lump sum cash payment that will paid on the first payday of December of each year using the base salary in effect as of December 1st. The Fire Chief must make this election at least three (3) weeks in advance of the first payday of December. The amount of payment of vacation pay shall be based on the earnings of the Fire Chief.   
         ***The Mayor may grant the full-time Fire Chief up to five weeks vacation upon hire date and on annual basis thereafter until the provisions of subsection 137.04(a)(4), Compensation, Chief, Paid Vacation, take effect.

      (5)   Holidays.   The full-time Fire Chief shall be allowed paid holidays per year as follows:
         New Year's Day         Labor Day
         Martin Luther King Day      Washington's Birthday
         Memorial Day         Columbus Day
         Flag Day            Thanksgiving Day
         Fourth of July         Christmas Day
         Three Paid Absence Days
Such employee shall be entitled to the above days off with pay as a normal part of their annual compensation.
      (6)   Hospitalization and Premium Benefits. In addition to the compensation applicable to the full-time Fire Chief, the City shall pay premiums for the benefit of the full-time Fire Chief for a high level hospitalization and surgical benefit policy. Additionally, dental and orthodontics benefits will be provided to the full-time Fire Chief by the City at its cost.
The Mayor is hereby authorized to amend from time to time, if necessary, the existing contract between the City and the existing insurance provider, so as to take into account the effect of this section. Such hospitalization coverage shall not be provided by the City after termination of service with the City due to resignation, retirement or disability.
      (7)   Life Insurance. The Employer will provide and pay full premium for a term life insurance and dismemberment policy in the face value of twenty-five thousand dollars ($25,000) for the full-time Fire Chief upon acceptance by the insurance carrier. In addition, the Employer shall provide a term life insurance policy for the chief's spouse in the amount of five thousand dollars ($5,000) and dependents in the amount of two thousand five hundred dollars ($2,500) upon acceptance by the insurance carrier.
      (8)   Sick Leave.
         A.   The Fire Chief shall be entitled to sick leave as provided in ORC 124.38.
         B.   At the time of retirement from active full-time service with the City, and with ten or more years of continuous service with the City, be paid in cash for thirty-three percent (33%) of the employee's accrued but unused sick leave. The dollar value on a sick day shall be based on:
            1.   The Fire Chief's annual salary at the time of retirement and
            2.   A work year of fifty-two (52) weeks and five (5) days per week.
For this calculation, paid vacation days and holidays are considered work days. Payment for sick leave on this basis shall be considered to eliminate all sick leave credit accrued by the Fire Chief at that time. Such payment shall be made by the City only once during his lifetime. This section shall only apply to the retirement or disability retirement of the full-time Fire Chief pursuant to state retirement laws and shall not be deemed applicable to any removal, voluntary or involuntary resignation, or any other like termination except a retirement as set forth herein.
(b)    Fire Prevention Officer (FPO). The Fire Prevention Officer shall receive as and for salary and compensation a sum determined in accordance with the following. The below-stated compensation shall be paid after the completion of any requisite probationary period.

   The rate of compensation for the Fire Prevention Officer will be at the Fire Chief’s discretion and be based on the experience and education of the person in this position.
   The Fire Prevention Officer (FPO) shall perform all FPO duties while working regularly scheduled shift hours. He or she shall not receive additional hourly pay for FPO duties performed. A monthly detailed report of duties performed shall be submitted to the Fire Chief, Safety Director, and Council Chairman of the Police and Safety Committee within ten (10) days after the end of each month.

   (c)   Fire Captain, Fire Captain paramedic, Fire Lieutenant, Fire Lieutenant paramedic, Fire Fighter (Paramedic), Fire Fighter (Advanced EMT), Fire Fighter (EMT), Probationary Fire Fighter, Compensation and benefits Compensation and benefits associated with Fire Captain, Fire Captain, Paramedic, Fire Lieutenant, Fire Lieutenant paramedic, Fire Fighter (Paramedic), Fire Fighter (Advanced EMT), Fire Fighter (EMT), Probationary Fire Fighter, as stated in the Seven Hills Fire Fighters Association Collective Bargaining Agreement.
   
         (d)    General Liability and Errors and Omissions Insurance. In addition to the General Liability Insurance in effect as of January 1, 1990, the City shall take the necessary steps to purchase Errors and Omissions Insurance coverage for members of the Fire Department.
   (e)   Assistant Chief.
      (1)   Annual Compensation. The Assistant Fire Chief, for the performance of his duties as Assistant Fire Chief, Training Officer, Safety Officer, Payroll Officer and all other duties as the Fire Chief may, from time to time, designate or assign to him, will receive as and for salary and compensation a sum determined in accordance with the following:

         Annual salary from and after January 1, 2015:   $7,106. to $10,374.
Such salary shall be reviewed on a yearly basis subject to increase or decrease by approval of Council. The Assistant Fire Chief shall also receive a two-hour minimum call-in pay. There shall be a fixed differential between the Assistant Fire Chief and the Fire Department Captain in the amount of thirteen percent (13%).
The annual salary range should reflect the same percentage increase/s received by members of the Seven Hills Firefighters Association through their collective bargaining agreement. The Assistant Fire Chief shall receive compensation for each hour of service rendered for answering fire calls and attending training meetings. The Assistant Fire Chief shall also receive a two-hour minimum call-in per emergency call at the below stated compensation:
                     January 1, 2005 and Thereafter
         Assistant Fire Chief         $21.26/hour
      (2)   Longevity. The Assistant Fire Chief shall receive additional compensation in the following amounts upon completion of the number of years in service as follows:
