125.02 DIRECTOR OF COMMUNITY SERVICES.
   (a)   There is hereby established the position of Director of Community Services who will be appointed by the Mayor subject to confirmation by a majority of the members elected to Council. For new hires after the effective date of this section, the position of Director of Community Services may be a Part-Time or Full-Time position, and such position shall be determined by the Mayor and Council. The primary work site for the Director of Community Services is City Hall.
   (b)   Qualifications. The Director of Community Services shall have the knowledge of and/or ability to:
      (1)   Establish and maintain working relationships with City Officials, City employees, the general public and senior adults;
      (2)   Plan, schedule, direct, and coordinate the work and operations of the Senior Adult programs and Community services;
      (3)   Thorough knowledge of federal, state, and local laws and ordinances, particularly those pertaining to the care of senior adults and community services;
      (4)   Thorough knowledge of the objectives and principles of senior adult programming, including a thorough understanding of the activities which comprise a senior adult program;
      (5)   Various community and senior adult population needs related to the provisions of community services;
      (6)   Skill in dealing firmly, tactfully, and courteously with the general public and senior adults;
      (7)   Working knowledge of office equipment and computer operations/programs;
      (8)   Ability to handle confidential information;
      (9)   Willingness to work flexible hours including weekends and evenings;
      (10)   A Bachelor’s degree in public administration, health care administration, gerontology, social work or related field preferred. Equivalent experience will be considered;
      (11)   Certifications such as those for cardiopulmonary resuscitation (CPR), Automated External Defibrillator (AED), first Aid and Qualified Food Operator.
   (c)   Scope of Responsibilities. To be responsible for administrative and supervisory work in planning, directing, and coordinating the activities, personnel, and resources of the City of Seven Hills Senior Programs and Community Services. An employee in this position is responsible for developing programs and activities for the Senior Adult Residents and Community within the City of Seven Hills. The Director of Community Services not only implements community services/activities but also coordinates with the social service administrator and municipal agents for the elderly to plan and implement community programs. The Director of Community Services must also use research and analytical skills to find grant-making organizations that are likely to fund the seniors’ and community’s programs.
   (d)   Duties. The Director of Community Services shall perform such duties as shall be assigned by the Mayor, under the direction of the Mayor, including but not limited to the following:
      (1)   Responsible for administrative and supervisory work in planning, directing, and coordinating the activities, personnel and resources of all of the City of Seven Hills’ Senior and Community Services programs;
      (2)   Assists the Mayor with developing programs and activities for the Senior and Community Services for the basic health and welfare of all residents, including senior adult residents within the City of Seven Hills;
      (3)   Manages the day-to-day operations of all community and senior service programs;
      (4)   Administers and serves as the City liaison and media contact regarding senior and community outreach programs;
      (5)   Adapt the City’s Senior and Community Services programs and activities to meet community needs and requirements;
      (6)   Supervise the Senior and Community Services programs volunteer staff;
      (7)   Write effective grants that clearly explain the Senior and Community Service purpose, programs and expenses;
      (8)   Prepare clear and concise administrative and financial reports;
      (9)   Prepare and administer the City’s Senior and Community Services budget;
      (10)   Establish and maintain effective working relationships with those contacted in the course of work;
      (11)   Prioritize projects and activities and identify ways to expand and evolve programs that strengthen our community, leverage resources, and reduce costs by seeking sponsorships;
      (12)   Represent the Community Services Department to other departments, outside agencies, and organizations; coordinate partnership activities;
      (13)   Attend and actively participate in meetings as required (e.g., City Council, Department Managers’ meeting, etc.);
      (14)   Serve as the Community Services Ambassador, and collaborate with organizations and potential partners to leverage resources and create programs and events that benefit the community at large;
      (15)   Develop public information programs and conduct outreach to increase community awareness of the Community Services Department’s programs and services;
      (16)   Manage events, programs and activities;
      (17)   Researches funding and partnership opportunities;
      (18)   Available to work evenings, weekends, and some holidays as needed.

   (e)   Compensation. The Director of Community Services shall receive as and for salary compensation for his full-time duties in accordance with provisions of Section 151.091. Such annual compensation shall be paid directly to the Director of Senior and Community Services in twenty-six substantially equal amounts, together with any other benefits as provided by Chapter 151. The hours of work shall be determined by the Mayor, however, notwithstanding any provisions to the contrary contained in this Code, the Director of Community Services shall not be paid overtime compensation for hours worked in excess of forty hours per week.
