1146.02 RENTAL PROPERTY.
   (a)    Definitions. "Rental Property" as used in this section, means any property, once improved as a residential structure that is leased, let, or rented, in part or in whole, to an individual or business who may or may not be the owner of the property.
   (b)   Requirements.
      (1)   The owner of any residential property with the intent of, or offered for, lease, let, or rent shall register such property annually with the Building Department; it shall be mandatory for every property owner subject to this section to personally, or through a management agent, submit a list to the Finance Department of the names and addresses of all persons, firms corporations or other entities occupying, leasing, renting or otherwise using the premises within this Municipality in such a manner as to produce economic benefit to the property owner, whether or not such benefit is called "rent" and whether or not such benefit results in a profit or loss. The required list shall be prepared as of December 31, of each year and submitted on or before January 31 of the following year and at such other times as may be prescribed by the Finance Department.
      (2)   Interior inspections are required upon initial rental application and within fifteen (15) days prior to tenant moving in or change of tenant. Interior inspections shall be held with the property owner before the rental unit is occupied. Exterior inspections are required to be scheduled and performed annually.
      (3)   A rental property owner shall notify the Building Department as to his or her current resident address and telephone number and, within thirty (30) days of any change in such address or number, shall notify the Department of such change.
      (4)   The Building Commissioner shall cause the exterior of each rental property, or any part thereof, to be inspected annually for maintenance conditions and whenever, with reasonable cause, he believes there to be a maintenance violation. The Building Commissioner shall forward a copy of these inspection reports to the property owner. The fee for registration and the inspection shall be prescribed in Chapter 1125 and paid at the time of registration.
   (c)    Responsibility. For the purpose of this Section, the property owner of record shall have full responsibility for the maintenance of the property and compliance with all the provisions of this Chapter.
   (d)    License Application Form and Fee. The rental dwelling license fees, established for the purpose of subsidizing the cost of periodic inspections, shall be as follows for all structures requiring rental dwelling licenses pursuant to Section 1146.02.
      (1)   One hundred dollars ($100.00) for the annual license plus fifty dollars ($50.00) per additional dwelling units to a maximum of two thousand one hundred dollars ($2,100.00) for any structure containing two or more dwelling units including apartments, condominiums, and townhouses;
      (2)   A late fee of one hundred dollars ($100.00) will be charged after the 1st month. For example, registration of a rental is due no later than January 31st , February 1st will start a new month and will incur a one hundred dollars ($100.00) late charge;
      (3)   A new rental occurring at anytime throughout the year will be charged as stated above and annually each January 1st thereafter.
