A City Municipal Department may make expenditures for emergencies without authorizing legislation provided that all Finance Committee members consent to said expenditure(s), with notification to all remaining members of Council of said approval. Emergency Expenditures may be purchased directly in the open market whose immediate procurement is essential to prevent delays in the work within the City limits which may vitally affect the life, health or convenience of its residents. The Department making said emergency expenditure(s) shall send to the Director of Finance a requisition and a copy of the delivery record and/or contract, together with a full written explanation of the circumstances of the emergency, which shall be filed by the Director of Finance as a permanent and public record.
