Council may, by affirmative vote at five (5) of its members, submit to the electors any proposed amendments to this Charter; or, upon petition signed by not less than ten percent (10%) of the electors of the City setting forth any proposed amendment to this Charter, Council shall submit such proposed amendment to the electors in accordance, in each instance, with the provisions of the Constitution of Ohio. If any such amendment is approved by a majority of the electors voting; thereon, it shall become a part of this Charter; except if two (2) or more inconsistent proposed amendments on the same subject be submitted at the same election, only the one (1) of such amendments receiving the largest affirmative vote, not less than a majority, shall become a part of this Charter.
Not less than thirty (30) days prior to the election at which the proposed amendment is to be submitted to the electors, the Clerk of Council shall advertise in a newspaper of general circulation or mail a copy of the proposed Charter Amendment to each elector whose name appears upon the poll or registration books of the last regular or general election held in the City, pursuant to Article XVIII, Sections 8 and 9, of the Ohio Constitution, whichever is more economical. The provisions of this paragraph shall also apply to Article XI of this Charter. (Amended 11-8-83)
