125.021 CHIEF OF STAFF.
   (a)   There is hereby established the full-time position of Chief of Staff. The Mayor's Chief of Staff shall be hired to carry out the duties connected with the office of the Mayor. The Mayor's Chief of Staff reports directly to the Mayor. The Mayor's Chief of Staff will be hired by the Mayor. Formal applications will be required. The primary work site for the Mayor's Chief of Staff is City Hall.
   (b)   Qualifications. The Mayor's Chief of Staff shall have the knowledge of and/or ability to:
      (1)   Strong communication and organizational skills required to establish effective working relationships with all City Departments, residents and the general public;
      (2)   Self-motivated
      (3)   Experience in staff management and scheduling;
      (4)   Ability to multi-task and meet deadlines;
      (5)   Express ideas effectively orally and in writing;
      (6)   Basic financial knowledge;
      (7)   Experience in budget preparations;
      (8)   General knowledge of office equipment and computer operations;
      (9)   Willingness to work flexible hours including weekends and evenings;
      (10)   A Bachelor's degree in public administration, business management or related field is preferred. Equivalent experience will be considered.
   (c)   Scope of Responsibility. The Mayor's Chief of Staff shall be hired to carry out the duties connected with the office of the Mayor, including matters confidential in nature. The Mayor's Chief of Staff shall provide the Mayor with complete information regarding issues brought before the City and to assist the Mayor in the daily administration of the City. The Mayor's Chief of Staff will serve as the liaison between the City, local businesses, public interest organizations, the public, other municipalities and the department heads within the City government. The Mayor's Chief of Staff will be responsible for developing special projects, programs and activities for the residents within the City of Seven Hills.
   (d)   General Duties. The Mayor's Chief of Staff shall perform such duties as shall be assigned by the Mayor, under the direction of the Mayor, including but not limited to the following:
      (1)   Responsible for administrative and supervisory work in planning, directing, and coordinating the activities, personnel, and resources of the City of Seven Hills Mayor's Office;
      (2)   Assist the Mayor in direction of management improvement programs; suggests policy or program adjustments;
      (3)   Provide effective and efficient customer service and promotes and maintains responsive community relations through oversight of the City's complaint tracking system.
      (4)   Responds to complaints received from residents, coordinates resolution with City departments and follow up to ensure satisfactory completion;
      (5)   Typing documents, reports, etc as provided and directed by the Mayor;
      (6)   Ensuring proper dissemination and retention of information and documents produced or received;
      (7)   Maintaining files in such condition that information can be readily retrieved;
      (8)   Assist in fund raising for City sponsored events;
      (9)   Assist in researching new funding and grant sources for the City;
      (10)   As directed by the Mayor to coordinate and/or schedule various activities;
      (11)   Represents the Mayor with professionalism and integrity;
      (12)   Performs other such duties as assigned by the Mayor.
   (e)   Compensation. The full-time Mayor's Chief of Staff shall receive as and for salary compensation for his/her full-time duties in accordance with the provisions of Section 151.091. Such annual compensation shall be paid directly to the Mayor's Chief of Staff in twenty-six substantially equal amounts, together with any other benefits as provided by Chapter 151. The hours of work shall be determined by the Mayor, however, notwithstanding any provisions to the contrary contained in this Code, the Mayor's Chief of Staff shall not be paid overtime compensation for hours worked in excess of forty hours per week.
