SECTION V-5. DEPARTMENT OF PUBLIC SERVICE AND PROPERTIES.
   The Department of Public Service and Properties shall consist of a Division of Engineering, a Division of Building and a Division of Public Service and Properties and shall be under the direct supervision of the Mayor.
   The Mayor may appoint with majority approval by Council the Director of Public Service and Properties. Such appointment shall be for periods not to exceed two (2) years, provided, however, that in no event shall an appointment made hereunder extend beyond the term of office for which the Mayor was elected. He, or she, shall perform such duties, consistent with his or her office, as may be required by this Charter, by ordinance of the Council, or as directed by the Mayor. The Director of Public Service and Properties shall be responsible for the maintenance and repair and maintenance of the streets, public grounds, public buildings, playgrounds, parks, cemeteries, sewers and other public places belonging to the city or dedicated to public use, the removal of snow and ice from the streets and public grounds, and the collection and disposal of rubbish, garbage and all other waste material. The Director of Public Service shall have charge of preservation of the cleaning, resurfacing, repairing, sprinkling and lighting of streets and public places; the collection and disposal of waste; and the preservation of all property belonging to the city and pertaining to the function thereof.
   The Mayor shall appoint the head of the Division of Engineering with the approval of Council. The City Engineer shall perform such duties consistent with his office, as may be required by this Charter, by ordinance of the Council or as directed by the Mayor. The City Engineer shall be responsible for all public works and improvements and the construction thereof and of all engineering and inspections in connection therewith. The City Engineer shall be charged with the construction and improvement of streets, sidewalks, lanes and bridges; of sewers, sewage systems, drains, ditches, culverts and streams belonging to the City or dedicated to public use. The City Engineer shall have charge of preservation of all surveys, maps, plans, drawings and estimates for public works.
   The Mayor shall appoint the head of the Division of Building with the approval of Council. The Building Commissioner shall perform such duties consistent with his, or her, office as may be required by this Charter, by Ordinance of the Council or as directed by the Mayor. The Building Commissioner shall be responsible for the examination of plans; the issuance or refusal of permits under applicable provision of City Ordinances and State Laws; the inspection of buildings, and such other duties as are now or may hereafter be conferred upon building inspectors, plumbing inspectors or electrical inspectors by City Ordinances or State laws.
