The Department of Public Safety shall consist of a Fire Division and a Police Division and shall be under the direct supervision of the Director of Public Safety, who shall be the Mayor. The Mayor shall be the executive head of the Police Division and the Fire Division. He shall make all necessary Department rules and regulations for the Department of Public Safety and the divisions thereof, and shall be charged with the duty of enforcing all police, health, safety and sanitary regulations prescribed by ordinance or rules of the City, or the general laws of the State of Ohio.
The Police Division shall consist of a Chief of Police and such other officers, patrolmen, and personnel as Council shall provide, all of whom shall be appointed in accordance with the rules and regulations of the Civil Service Commission and the provisions of this Charter.
The Fire Division shall consist of a Fire Chief and such other personnel as Council shall provide, all of whom shall be appointed in accordance with the rules and regulations of the Civil Service Commission and the provisions of this Charter.
