Whenever any office of Councilperson becomes vacant, the vacancy shall be filled by a majority vote of the remaining members of Council. If the vacancy is not filled by Council
within thirty (30) days, the Mayor shall fill the vacancy by appointment without the Council's approval.
The Council or Mayor shall consider the list of defeated candidates in the wards or at large, but may appoint any other elector meeting the qualifications of this Charter with respect to Councilpersons.
Whenever a vacancy occurs in the wards, an elector residing in that ward shall be appointed to serve out the unexpired term.
