(a) Each dwelling unit shall, prior to occupation thereof for residential purposes, be equipped with a properly installed garbage disposal, compactor or other approved mechanical device for disposal of waste.
(b) Every building or place, other than a dwelling unit, shall, prior to occupancy or use for any purpose which results in the production of garbage, be equipped with:
(1) A properly installed mechanical garbage disposer which conforms to the specifications provided in Section 1129.04; or
(2) A properly installed solid waste mechanical shredder or solid waste motorized hydraulic compactor which conforms to the specifications provided in Section 1129.04.
