1129.04 SPECIFICATIONS.
   (a)    Mechanical Garbage Disposers. A mechanical garbage disposer shall:
      (1)    Be of a type tested, approved and listed by Underwriters' Laboratories, Inc., installed in accordance with the provisions of the National Building Code, prepared by the American Insurance Association, and, if activated electrically, bear evidence of approval by Underwriters' Laboratories, Inc.;
      (2)    Shred garbage to a substantially uniform size and discharge the same, at a reasonably uniform rate, in a water-borne or fluid form which will flow readily through standard sink drains, approved traps, drain lines or soil lines in a manner and consistency which will not cause clogging or stoppage of the drain line or sewerage lines;
      (3)    Be of substantial construction, of adequate capacity for the intended use, free from electrical or mechanical hazards; and
      (4)    Be permanently connected to, or appropriately connectable with, a drain to the sewerage system, and be free from any cross-connection to a water supply.
   (b)    Shredders or Compactors. The following specifications are prescribed for solid waste shredders or solid waste compactors:
      (1)   The unit shall be capable of continuous operation and feeding.
      (2)    The outlet section of the shredder or the compactor shall be designed to compensate for variations in physical properties of the input material and able to deliver output at a constant density.
      (3)    The unit shall be self-regulating, not relying on feedback from external controls.
