1125.01 CONSTRUCTION PLANS AND FEES.
   (a)   Every person applying for a permit shall submit construction plans to the Building Board for approval, and shall pay at the time of submission thereof a fee of twenty dollars ($20.00) for residential dwellings and a fee of thirty-five dollars ($35.00) for business or commercial buildings, for the checking and review of such plans, and a minimum fee of seventy- five dollars ($75.00) for plan review of commercial plans by the Plan Review Architect. The fee to be paid on construction plans for garages or porch extensions to existing dwellings shall be five dollars ($5.00). For addition to any building, for each 100 square feet usable floor area, a fee of one dollar ($1.00) shall be paid, the minimum fee being four dollars ($4.00). For examination of plans for signs, a fee of five dollars ($5.00) shall be charged. For exterior alteration to any building, other than residential, for each one thousand dollars ($1,000) valuation or fraction thereof, a fee of one dollar ($1.00) shall be paid, the minimum fee being four dollars ($4.00). Any person requesting a special meeting of the Building Board shall pay at the time of request of said special meeting a fee of one hundred dollars ($100.00) in addition to the fees set forth above.
      (1)   All permits for pools interior renovation, detached garages, decks, sheds and fences may be issued by the Building Commissioner with no approval required by the Building Board.

   (b)   Each member of the Building Board who attends a Building Board meeting, at which a quorum of Building Board members is present, shall be paid thirty dollars ($30.00) for said meeting. Any member of the Building Board, who is also an elected Municipal Official, shall receive no compensation. Said payment to Building Board members shall be paid monthly. Each year a Building Board Chairman shall be selected and have the responsibility to keep attendance and to notify the Finance Department as to attendance of Building Board Members. Each year the Board shall also select a “Recording Building Board Analyst” from the Building Board Members who shall be responsible for recording minutes of each meeting and shall be paid twenty dollars ($20.00) per meeting in addition to thirty dollars ($30.00) per meeting received by other members. The City Architect shall attend each Building Board Meeting acting as a voting member and may make recommendations to applicants with regard to improving the architectural features of their proposal. The City Architect shall be paid thirty-five dollars ($35.00) per meeting attended.

   (c)   In addition to the other requirements of this section, each person applying for a permit under subsection (a) hereof shall simultaneously submit to the Building Department a topographic site plan drawing of the lot on which a residential dwelling is to be constructed and the City Engineer shall review and approve such topographic site plan drawing prior to the issuance of a building permit. The plan shall be prepared in accordance with the standard engineering methods and meet the requirements of the City Engineer. The topographic site plan drawing required to be submitted by this subsection shall indicate the existing structures and existing topography on adjacent lots, and any and all existing utilities available on the lot which the residential dwelling is to be constructed, property corners, an outline of the residential dwelling to be constructed, proposed utility connections, top floor elevations of the residential dwelling, all proposed finished grading including the finished grading necessary to accomplish positive drainage. The topographic site plan drawing shall also indicate all swales, a swale being a depression, natural or man-made, in the surface contour of the land to allow for the collection, channeling and controlled flow surface water and all final landscaping features. Each person submitting such topographic site plan drawing shall also submit a fee of three hundred dollars ($300.00) to the Building Department, two hundred seventy-five dollars ($275.00) of which shall be for payment to the City Engineer to cover services performed by him under this subsection. If the topographic site plan excludes landscaping, the total fee shall be reduced by fifty dollars ($50.00) (the landscape inspection fee) and a separate landscaping plan shall be submitted at a later date along with a landscaping permit application. All landscaping plans shall be reviewed, approved and inspected by the City Engineer.
      (1)   The Engineer shall be paid seventy-five dollars ($75.00) upon his approval or disapproval of the topographic drawing. If the person applying submits a reapplication of the topographic site plan, or requests an additional inspection after an inspection of the footing elevation, or the first floor elevation, rough grade or final grade rejection by the City Engineer, then an additional fifty dollars ($50.00) for each plan review or inspection shall be paid to the Building Department by such person to cover the cost of the additional review and/or inspection by the City Engineer.
      (2)   The Engineer shall be paid two hundred dollars ($200.00) for work to be performed by him to review and approve the status of construction at strategic milestones and at a minimum of the elevation of the footing or top of foundation wall, the rough grading and the final grading and landscaping when completed. The top of the footing or foundation wall elevation must be reviewed and approved by the City Engineer and approved prior to construction proceeding on the dwelling above the foundation. The final grading and landscaping shall be reviewed and approved by the City Engineer prior to the applicant obtaining a permanent occupancy permit from the City.
      (3)   The City Engineer shall prepare and maintain a master plat of each street within the subdivision. The map (plat) shall be drawn to scale and shall contain:
         A.   Each individual lot site plan plotted as approved.
         B.   Each individual lot site plan amended to indicate final elevations as completed. Such master plan information shall be kept on file by the City Engineer.
      (4)   If the landscaping is not included with the initial topographic site plan a separate landscaping plan shall be submitted for review and approval by the City Engineer. The landscaping plan shall be submitted by the applicant along with a landscaping permit application to the Building Department. A fee of one hundred dollars ($100.00) shall be submitted along with the landscaping plan to cover the City Engineer’s cost to review and approve the plan and make a landscaping inspection. If the initial landscaping plan and/or inspection are not acceptable, additional fees of fifty dollars ($50.00) shall be made for each plan resubmittal and/or re-inspection.
      (5)   The City Engineer shall be paid on a monthly basis for services rendered under this subsection (c).
      (6)   Pertaining to structures other than single or two-family residential dwellings, or any other plan reviews the two hundred seventy-five dollar ($275.00) fee to the Engineer as set forth in subsections (c)(1) and (c)(2) hereof shall be inapplicable and a fee shall be established for payment to the Engineer estimated by the Engineer at the time of application, with actual payment to him computed on a per diem rate as set forth in Section 143.03.
      (7)   All required inspections will require two full working days notice to Engineer’s Office. (Ord. 25-2000. Passed 4-24-00.)
